Rotterdam Tourist Fines & Rules
Netherlands
Rotterdam charges 6.5% tourist tax (lower than Amsterdam's 12.5%), has legal cannabis coffeeshops, strict cycling rules, and Europe's largest port with restricted zones.
Tourist Tax 6.5% — Lower Than Amsterdam
Rotterdam charges 6.5% of room rate as tourist tax, significantly lower than Amsterdam's 12.5%. This is added automatically to your accommodation bill. It applies to hotels, hostels, B&Bs, and Airbnbs. While lower than Amsterdam, it can still add up on expensive hotels — a €150/night room costs an extra €9.75/night in tax.
This is mandatory and added automatically to your bill. Budget for 6.5% extra on your accommodation costs. No way to avoid it.
Cannabis Coffeeshops — Same Dutch Rules
Cannabis is available in licensed coffeeshops in Rotterdam, following the same Dutch national rules as Amsterdam. Maximum purchase is 5 grams per transaction. You must be 18+ with valid ID. Smoking cannabis on the street or in public spaces outside coffeeshops may result in fines of around €100. Do not smoke near schools, playgrounds, or public buildings. Hard drugs remain fully illegal.
Only buy and consume cannabis inside licensed coffeeshops. Don't smoke on the street, especially near schools or public buildings. Carry valid ID (18+ required).
Cycling Rules Strictly Enforced
Rotterdam has extensive cycling infrastructure with dedicated bike lanes throughout the city. Cycling on sidewalks is fined. You must use hand signals for turns, have working lights after dark, and stay in designated bike lanes where they exist. Cycling while using a phone carries a €100 fine. Pedestrians should be very careful crossing bike lanes — cyclists move fast and have right-of-way. Fines for cycling violations range from €100 to €400.
Stay in bike lanes. Signal turns with your hand. Use lights after dark. Don't use your phone while cycling. As a pedestrian, always look before crossing bike lanes.
Public Transport — RET OV-Chipkaart Required
Rotterdam's RET metro, trams, and buses require an OV-chipkaart or contactless payment (bank card, phone). You must tap in AND tap out — failing to tap out results in the maximum fare being charged. Fare evasion fines start at €50 and can reach €100. The RET network covers the entire city and connects to The Hague, Delft, and other nearby cities.
Use a contactless bank card or buy an OV-chipkaart. Always remember to tap in AND tap out — forgetting to tap out means paying maximum fare.
Public Drinking — Not Banned City-Wide
Unlike Amsterdam, public drinking is not banned across all of Rotterdam. However, some designated zones restrict alcohol consumption, particularly around stations, parks, and areas with known nuisance problems. Fines in restricted zones range from €95 to €140. Rotterdam is generally more relaxed about public drinking than Amsterdam, but causing a disturbance while drinking can lead to additional public order fines.
Check for alcohol restriction signs in the area. Be discreet and don't cause disturbances. Rotterdam is generally relaxed, but respect designated dry zones.
Smoking Restrictions
Smoking is banned in all enclosed public spaces, including restaurants, bars, cafes, and public transport. The Netherlands has progressively tightened smoking regulations. Outdoor smoking areas at bars and restaurants may be available. Fines for smoking in prohibited areas range from €100 to €150. Train platforms are also smoke-free zones.
Smoke outdoors only, away from building entrances. Check for designated smoking areas at bars. Don't smoke on train platforms.
Architecture — No Climbing Structures
Rotterdam is famous for its bold modern architecture — the Cube Houses (Kubuswoningen), Markthal, Erasmus Bridge, and Central Station. These are for admiring and photographing, not climbing. Climbing on architectural structures, sculptures, or public art can result in fines of €140 to €400, plus liability for any damage caused. One Cube House is open as a museum for visitors who want to see inside.
Visit the Cube House Museum (Kijk-Kubus) to see inside. Photograph from the ground. Don't climb on any architectural structures or public art installations.
Noise Regulations
Rotterdam enforces noise regulations in residential areas, particularly during nighttime hours (10 PM to 7 AM). Excessive noise from parties, music, or loud gatherings can result in fines of €150 to €400. This applies to Airbnbs and short-term rentals as well. Repeated complaints can lead to eviction from your rental and the property being delisted.
Keep noise down after 10 PM, especially in residential neighborhoods. If staying in an Airbnb, respect the neighbors — noise complaints can get you evicted.
E-Scooters — Follow Traffic Rules
E-scooters are legal in Rotterdam but must follow traffic rules. Use bike lanes where available. You must have working lights after dark. Riding on sidewalks is prohibited. Speed limits apply. Reckless riding or riding under the influence of alcohol can result in fines from €100 to €400. Parking e-scooters must not obstruct pedestrian paths.
Use bike lanes. Follow traffic signals and speed limits. Use lights after dark. Don't ride on sidewalks. Park without blocking pedestrian paths.
Port Area — Restricted Zones
Rotterdam has Europe's largest port, stretching over 40 kilometers. Industrial port areas are strictly restricted and can be dangerous — heavy machinery, container ships, and hazardous materials. Entering restricted zones without authorization is a serious offense. Tourist-friendly port areas include Hotel New York, Kop van Zuid, and Wilhelminapier, which offer great views without the danger.
Stick to tourist-friendly areas: Hotel New York, Kop van Zuid, Wilhelminapier, and the Spido harbor cruise. Don't enter restricted industrial zones.
Pickpocketing Awareness
While Rotterdam is safer than Amsterdam for pickpocketing, it still occurs in busy areas like Rotterdam Centraal station, the Markthal, and on crowded metro lines. Tourist-heavy areas and events are particular targets. Keep valuables secure and be aware of your surroundings, especially in crowded spaces.
Keep valuables in front pockets or a secure bag. Be alert in crowded areas and on public transport. Don't leave bags unattended at restaurant tables.
Currency EUR — Cashless City
Rotterdam uses Euro (EUR) and is one of the most cashless cities in Europe. Many shops, restaurants, and even market stalls only accept card payments (debit preferred, credit cards sometimes not accepted at smaller venues). Contactless payment via phone or watch is widely used. Some places explicitly refuse cash. Always carry a debit card.
Carry a debit card — many places don't accept cash. Credit cards (Visa/Mastercard) work at most places but some smaller shops prefer Dutch debit (Maestro). Contactless payment is the norm.
